The Polytechnic University of Madrid (UPM), in accordance with Royal Decree 861/2010, of July 2 (amending Royal Decree 1393/2007, of October 29), approved, at the meeting of its Governing Council of 31 of January 2013, a Regulation of recognition and transfer of credits of the Polytechnic University of Madrid, which replaces the previous regulations approved at the meeting of its Governing Council on February 26, 2009, accessible at the web address:

which has been published in the B.O.U.P.M. on April 30, 2013.

In it, the UPM continues to opt, as in the previous one, for a system of pure literality, that is, the student's record will be recorded literally the name of the subject, course, number of ECTS credits, type of subject (basic, compulsory, optional) and qualification, in the degree in which they would have passed, and with indication of the degree, as well as center and university of origin.

In order to respond to requests for recognition and transfer of credits, UPM creates the Credit Recognition and Transfer Commission (CRTC), whose composition is described in the aforementioned UPM Credit Recognition and Transfer Regulations.

The functions of the CRTC are:

  • Resolve applications for recognition and transfer of credits and notify the meaning of this recognition to the applicants.
  • Implement, maintain and develop the databases and equivalence tables that allow the rapid resolution of requests that have the same precedents.
  • Request the corresponding Directorates or Deanships report of the Academic Ordination Commissions or their equivalents that understand about those applications for recognition of credits, that do not have equal precedents previously resolved.
  • Empower the President to sign the Resolutions of the automatic recognitions.
  • To approve the Regulations for the Development of Catalogs, General and Specific for University Activities Accreditable in Degrees of the U.P.M.
  • To approve the General Catalog of University Activities of Student, Sports, Cultural and Cooperation and Solidarity Studies Accredited in Degrees of the U.P.M.

 

The procedure for recognition and transfer of credits can be of an ordinary or automatic nature. The Head of Studies will check to which of the two procedures the application corresponds, according to the previous approved background and will order the corresponding procedure.

The ordinary procedure will be initiated at the request of the interested party that must be presented through the electronic credit recognition form, available on the UPM website.

The presentation of the documentation required must be done in the Center's Secretary, or sent through the electronic register, accompanied by the printed application. If the student within 15 days of the presentation of the instance, does not deliver the required documentation, it will be considered as abandoned the application.

The Academic Committee of the Master in Computational Biology (CAMBIC) will analyze the requests and prepare the corresponding reports, which will be sent to the Academic Commission (COA) of the Escuela Técnica Superior de Ingeniería Agronómica, Alimentaria y de Biosistemas (ETSIAAB), which at the same time, it will elaborate a report which, together with the documentation, will be sent to the Vice-rectorate of Students. The deadline for the issuance of the report and submission of documentation to the Vice-rectorate of Students will be two months from the date of receipt of the complete documentation. The Resolution granting or denying the recognition of credits will be adopted by the CRTC.

The Resolution will be notified to the interested party through his institutional email account ending the procedure. In the case of not being a UPM student, it will be notified in the email that the interested party must designate in the application.

 

The automatic recognition procedure will be initiated at the request of the interested party, which must be presented through the electronic credit recognition form, available on the UPM website. The Head of Studies, after checking the existence of precedents and provided there were no significant changes in the programs, will elaborate a report, which, together with the documentation, will be sent to the Vice-rector of Students.

The deadline for the issuance of the report and submission of documentation to the Vice-rectorate of Students will be one month from the date of receipt of the complete documentation. The Resolution granting or rejecting the recognition of credits will be adopted by the President of the CRTC in accordance with the provisions of art. 5 d) of the present regulation.

The Resolution will be notified to the interested party through his institutional email account ending the procedure. In the case of not being a UPM student, it will be notified in the email that the interested party must designate in the application.

In any case, the deadline to resolve and notify the resolutions will be three months from the date of receipt of the complete documentation.

The expiration of the deadline, without being notified of an express resolution, legitimizes the interested party to understand that the request has been rejected.

The Resolution of Recognition and Transfer of ECT´s, ends the administrative way. Against said resolution or not having been notified an express resolution, in accordance with the provisions of the previous point, a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Madrid, or optional recourse to the CRTC.

The recognized credits, in the form of an assessed and certifiable unit, will be recorded in the student's new file with the literal, the typology, the number of them and the grade obtained in the file of origin, with indication of the University, Centre and Degree in which it was taken.

If upon recognition, they are exempted from taking subjects of a different typology from those of origin, the literal of those of origin will be kept in the student's file, in accordance with the format included in Annex III of these regulations.

In all cases, the entire certifiable unit provided by the student must be recognized, and any subject can be exempted.

In any case, the credits corresponding to the final degree and Master's proyects cannot be recognized, nor can the recognized studies exceed 60% of the credits of the syllabus or the curriculum of the degree required. course, provided that it is recognition of studies among the different teachings that constitute higher education, as established by the RD 1618/2011, of November 14. Neither may 50% of the credits in the Master's studies be exceeded.

Once the procedure has been completed, all the credits obtained by the student in official higher education courses, those transferred, those recognized and those passed to obtain the corresponding degree, must be included in their academic record and reflected in the European Diploma Supplement, regulated in Royal Decree 1044/2003, of August 1, which establishes the procedure for the issuance of the European Diploma Supplement.

 

In relation to the Recognition of ECT´s obtained in external internships, so that the UPM recognizes the credits completed by their students in external centres, there must be a pre-agreement between the two institutions in which it is defined, the training project to be developed, the competences that are acquired in the same one, as well as the anticipated matters that, in the curriculum, will be exempted from studying. The courses taken at source included in the study contracts will be recognized directly by the corresponding degree, which will carry out the processing of the entire procedure.

In order for the UPM to recognize the credits taken by its students, corresponding to external internships carried out abroad, there must be a pre-agreement between the University and the collaborating entities in which the training activity takes place. These activities will be recognized directly by the corresponding degree, which will carry out the processing of the entire procedure.

These agreements will be adjusted to the current legislation, the specific regulations of the University or, as the case may be, what is established in the mobility programs for internships abroad.

In relation to the transfer of credits, the credits surpassed by the student in official university that would not have led to the obtaining of an official degree and were not constitutive of recognition, will be considered as transferred credits and must be consigned in the student's file., in the case of studies completed within the European Higher Education Area.

The academic record will establish a clear typographical separation between the credits that lead to the obtaining of the degree of corresponding degree and those other transferred credits that do not have repercussion in the obtaining of the same.
